What is the purpose of the phrase, "I'm just sayin'?" Why is it used?
It's not as though I just moved to this country. I've been here all my life. I know the meaning of each of those words but, for the life of me, I cannot understand why some people feel a need to state that they've just said something.

It inhabits the same part of our language as "No offence", and "sorry, but...".
It is a way for people who are unable to adequately navigate social situations to express their opposition to a point which has been made in a way that, they feel, doesn't upset the apple cart.
A great example of its use in the wild:

it also allows you to say anything - anything at all - without consequence. it's basically a grammatical get out of jail free card.

Great question! I first heard the phrase when I moved from out West to the East Coast in 2010. Then I started hearing it everywhere...on the street, media, etc. It's a fine example of the 100 Monkey Syndrome! |

So (apart from Deirdre's usage) it's, in essence, saying what we feel and then quickly making up for having violated political correctness (OMG!) by hoping a hastily-applied politically correct bandage sticks and holds.

Honestly, I can't see it used well as a PC-lapse cover up.
More like an "come on, you guys!" or "duh".

Amazingly, some people consider "just sayin'" as such a get-out-of-jail-free card, they feel they can say this, right to the smelly fat guy's face and the "just sayin'" somehow makes it not an insult. _________________ Lee Gordon, O.A.V.

I think it is often used to proactively shield oneself from criticism over expressing a potentially unpopular opinion. Pretty similar to what Doug posted. Context is everything... if I were to walk up to a guy and give this as an unsolicited appraisal, then it's pretty much an insult... if I'm responding to a legitimate request... then not so much.
I have been known to use the phrase... and I usually use it to punctuate a statement of fact which may cause raised eyebrows or disagreement from people who aren't actually aware of the facts.
