I think it's used mostly when you are pointing out the OBVIOUS to someone who you are passive-aggressively explaining what they SHOULD have known ...in the first place. So, in that sense, it can be a kind of intellectual condescension. Jus' Sayin'

Whenever anyone accuses me of being passive aggressive, I usually point out that their perception is somewhat flawed, and I was being actively aggressive... and they're not quick-witted enough to spot it.

I make a lot of friends that way.
