As a radio veteran from the days between Marconi and music on hard drives, I remember the VU (volume) meters showing a dual scale, with db's running from a negative number to 0 db and the red zone above 0, and the second scale ran from the low end up to zero db and was calibrated as percent with 100% being equal to 0 db, so maybe the request for 100% is asking for nothing to exceed 0 db?
In fact here's a photo I found of same:
So, math fans, it appears 100% = 0. Try that one on your local math teacher.

Wow. That's exactly what my VU meeter looks like. The numbers are so teeny, I never knew what the ones on the bottom said. 'Til now. Thanks!
