I was wondering if a Phone Patch can be run through an M-Audio Fast Track Pro.

Just plug the phone patch into Input 2 and set monitor to Stereo, then plug Output 1 into the phone patch send. Trick is you need to have an output of the FTP that doesn't contain a mix of the phone input.
You'll hear the caller in one ear, and you in the other, but that's the only way to do it I believe without a mixer.
