Is it REALLY about the banjo?

Does the banjo rule apply to fiddles or are they considered separate sub categories of string instruments?
And it's my understanding that harmonicas are completely exempt. Can that be confirmed by hand vote or does it require a 2/3rds majority?
I yield the floor. _________________ - Peter
