It's not new. As a matter of fact, I just learned it's apparently no longer supported, but it DOES work... and works very well... under Mac OS X, at least up to and including OS 10.8.3.

It's a dashboard widget called TimeCalc. Hours, minutes, seconds... even frames – in all SMPTE formats.
