My take is, of all the people who think all it takes is a mic and a Mac and a "people tell me I have a great" voice to succeed in voiceover, 99% will fail.

This could be spun any way you like. It's totally ambiguous (and therefor very well written for a small statement).
If I'm feeling benevolent... it could be taken as "if you have extra-special talent, then all you need to do is get the right equipment and you're golden." Where this statement differs from most VO industry spin is that it does actually mention the fact that talent is required.
The cynic in me is waiting for the other shoe to drop... and for only ten small payments of $49, I can put you on the path to develop that "Extra Special Talent" _________________ Bish a.k.a. Bish

I think we're all giving this far too much though. It's a meaningless crap tweet. I'm guessing that it's meant to be inspirational and supportive. Acknowledge those who have talent and give hope to those who aspire to be part of that successful band of VOs who actually make a living.
The trouble is that getting a Shakespeare Sonnet into 140 characters or less is a bit troublesome for most people.
Which is why I rarely tweet (if ever). I need at least two hundred characters to truly explore the subtle differences between irony and sarcasm.
The easiest thing to do would have been to reply to the tweet or DM the sender... "Are you trying to be enigmatic or obscure? Did your social media guru tell you it was time to put something... anything, out there?" (and that's only 131 characters!)
