"Hear, hear" ... abbreviation of "Hear him, hear him"
Use originated (popularized) by members of The House of Commons (British Parliament) in the 18th century.

So... maybe the expression was altered by the somewhat arbitrary (and sometimes capricious) changes made by Noah Webster in the early 19th century?

It's an American thing (I shall put on my tin hat now).
