"SAG-AFTRA members are hereby informed that no member may enter into agreements with companies seeking to create, and license or use digital replicas of their voice or to train AI systems for use in audiobooks until such time as the company becomes signatory to a SAG-AFTRA agreement."

Not really. In some other contracts it could but the audiobook world is a very united world. It's overwhelmingly union, even though the contracts are negotiated with each individual publisher. The narrators stick together and staff is up on each new challenge. Earlier this year a publisher (Findaway)that was acquired by Spotify gave Apple the rights to use their audiobooks for Apple's machine learning. Narrators were blindsided and contacted the union and the result was all material narrated by union narrators was pulled from that use by Apple and Findaway.
Are there non-union audiobook narrators? Sure. But they're not the ones the big publishers use consistently.
