Many times these "chokes" are for isolation, and may contain diodes or transistors to further isolate any unwanted noise from in the cable.
Other times they are there as a means of support to the cable (adding strength to the weakest point; the connection).

'They' say they are there to prevent RF interference, but I honestly think it's a way to keep your hands from slipping off of the cable!
So the next time you need to sneak out of the office building, get a whole bunch of these cables, connect them together and use them as a rope. The chokes will help to slow your decent.. unlike my mental decent, nothing can slow that!

Most of the time the choke is exactly what is described in that Wikipedia article. A choke is quite literally a "coil". Coils of wire that have current run through them create an Electro Magnetic Force. Remember what happened when you got that wire, wrapped it around a nail and put it on a battery? You made an electromagnet! Now, one thing that coils do is resist a CHANGE in voltage. This is why they are used to isolate DC circuits from AC circuits or high frequencies from low. RF is very high frequency, so a choke will resist this more than standard AC out of an outlet, which is at 60Hz (in the US).
Notice they are often on cables going to video monitors. That's because a CRT is basically a really big coil, or a bunch of coils. The screen is written by having coils at the neck deflect the beam. So getting other nasty signals in there would be bad! Chokes help isolate it so it won't get effected by external EMF.
Isolation comes when you take 2 chokes and put them within each others field. That becomes a TRANSFORMER. If the number of windings are equal on each side, the voltage on the other side will be exactly the same. This works with AC only. Since the fields are sensitive to changing voltage, you need it to be changing so that the other coil on the secondary sees the changes within it's field and does the same thing. Transformers can also be used to step up or down the voltage. Or impedence matching. Like a balun.
