That doesn't look like something Photoshop could do...he'd have to have had pictures of every element at exactly the right angle. Looks 3D rendered to me.
(and he's at risestudio.com which is a 3D architectural modeling & rendering house)

Coming from the animation world, it screams 3D render to me. The tires all have the same dirt texture, the background buildings and shipping containers also have identical dirt/wear textures, and there's something a little too pasty/matte about the finish on everything. There are a few places where he tried to add specular bloom (like on the lower-right "foot" ...the white cab), but it's not quite right. It's a nice attempt, though, and definitely fits the "too much time" description.  _________________ Justin S. Barrett
