I hope they also introduce a bill that regulates the brightness of commercials. I hate how shows are all subdued with natural tones and then the commercials are all bright and shiny. It makes my eyes go owwie.
It's like they're trying to catch our attention or something.

This is good news. I have complained to the Directv folks to not avail.
One additional thing;
Forbid the use of horns, sirens, buzzers and phone ring tones unless they are germane to the visual content.
I use to operate a cable advertising company and I took special pride in maintaining the same relative level program content to my commercial audio. _________________ Esse quam videri "To be rather than to seem"

Sometimes you wonder how members of congress get these bugs up their ___s.
This is clearly out of the realm of what our congress should be doing.
Who decides what's noisy or strident?

And you know what's interesting, is those commercials aren't any louder than the TV shows. The difference is the volume in a movie or TV show goes up and down and is held to a certain peak volume by a "limiter". Commercials come along all super-compressed and they're held to the same peak volume limit but it's at peak volume for every frame of the commercial, so it just seems louder. Annoying yeah, but technically not louder.
Thank you Tivo for allowing me to bypass most ads, although to the annoyance of those around me I do stop and view the ones that look interesting all the time. Boop, boop, boop-boop, bonk, boop, boop.
