X-Port isn't going to work for you. It's only a single channel ISDN device, can't do MpegL2 Mono 128, which uses two ISDN B Channels.
There are deals to be had out there, though.

Jeff, if you're still in the market, there is a studio in the Baltimore area that's looking to get rid of their Zephyr for ~$925.
It's an older model, but should be able to be upgraded to the latest versions of the supported codecs IIRC. Regardless, it's being used so you wouldn't be looking at a useless brick.
This was a few months ago, but I think it's still for sale.

Jeff, I found a great pre-owned Zephyr a few years ago here:

When I was in the market I saw some suspect terminals on ebay for sale by even more suspect sellers.
At Bay Country, they take in used broadcast equipment. They make sure it's fully updated with the current chips and that it's functioning correctly before shipping.
