Actually now that I remember it, I do have one very picky client who asks for 44 Hz, 24-bit WAV files for the radio spots I do for him. He had the same rationale - that starting with a higher resolution file means you'll have more information leftover when you compress to MP3.

I *think* I'm hearing slightly fuller bass when I record at either 48 Hz or 24-bit. When I listen to music through fairly high quality gear, I can hear the difference between WAV and 256 or less Kbps MP3. But 99.5% of the time when I hear spoken word, it's through pretty low-fi equipment. So IMHO, 24-bit is overkill when you consider how the end user will hear the finished product. But you know what? The end user doesn't hire me. So I'll happily jump through whatever hoops a picky client asks me to.
