When you refer to "studio time," do you mean the length of time your facility is used for recording only?

Or, do you also apply the term to time spent editing and performing other production tasks?

It depends on what context you are referring to. If you are talking about in relation to how to give estimates and billing clients, it is used to refer to either actual time blocked or used for recording; or it can be used to indicate total time you spend setup, read-through, recording and editing in other words time you and your studio are devoted to one project, and cannot be used for something else.

If there's a lot of production and editing work to be done (multiple voices, music, sfx) that will be added into the bill. If it's just clean up and send something I just voiced, I don't charge extra. Plus I usually spend well under an hour recording most of the things I do so charging more than a one hour minimum doesn't seem fair.
