It's Jon Briggs. He voiced a big voice-synthesis software package a year or two ago, and this is it in action!
Very funny and oh-so-true. The "safe, creative" guy even looks rather like a chap who booked an hour at my studio to record two TV break bumpers. So, we're about 10 minutes into the hour by the time he and his fellow creatives have arrived and settled down. Then they spend just over 45 minutes recording multiple takes of the first script. It is 5 words long... Then they decide they'd better crack on with script two. Eventually, 10 minutes over the hour, with the next client breathing down our necks, they jump up, say "great, thanks" and hold out a hand for the CD of their selected takes, edited, processed and titled. They then seem quite narked when it is explained to them that the CD won't be ready until after the next session.
