...just got one of these on ebay.

Anybody have any basic suggestions for Expander/Limiter and Compression settings on this?

I'm fiddling around with it and consulting the manual, but trying to decipher the technical part of it is quite frankly, giving me head cramps.
Ninja

Not looking to squash the audio or anything, just lowering the noise floor (which w/out processing is around -50 db) and boost the presence a bit w/ possibly some compression and/or limiting.

I have been using the MDX 1600 for 2 years...It is the newer style but I am a little familiar with yours.
Try the first 2 dials set at about the 9 or 10 o'clock position. Play with those just a bit until you get the noise reduction you like.

I like fast release expansion so I recommend that be set with the button OFF.
Then go to the Compression/Gate section and set the threshold for about -20 and the ratio to about 2. You can play with those later.

Engage the Interactive Knee. For the attack and release, I prefer MANUAL with the fastest possible settings which is NIL, all the way counterclockwise. The "SC" buttons you probably wont used, those are for more "live sound" applications for musicians.
I/0 METER should be OFF and the IN/OUT should be ON. Output is "as needed" and the Peak Limiter as well.

That should get you in the ball park for now and you can tweak from there.
I hope that helps.
