Well, I can get you half way there. R stands for Roentgen and the u looking thing stands for "micro". The Sv stands for Sievert which is apparently equal to 100 Roentgens. Both of these of course are ways of measuring radiation.

u R is probably "micro Roentgen" (RENT-gen) (hard G)

u Sv is probably "micro Sievert" (SEE-vert)

So I'm thinking its:

"The display will clear and then read “0 point 0 micro Roentgen or 0 point 0 micro Sievert. Exposures are accumulated up to 999 Roentgen or 9 point 9 9 Sievert."

If you don't get a better answer I think you'll be close enough with this. And yes, I'm not sure about pluralizing those terms so I'd not.
