(So, I thought about adding this to the thread on contacting production companies, but thought it might be better served as its own thread.) What ways do you stay on top of mind of potential clients without violating spam laws or becoming a pest?

Looking at what accomplishments they've had recently and congratulating them about it. Sometimes I write to wish them a happy upcoming holiday or vacation time. Either way, it's always focused on their present happenings.

What I've learned (after a bloody long journey): it's about them, not you.
