Hey VO peeps, does anyone know or has used a good programmer or web developer? I'm building an online tool and need someone with experience in PHP, Angular, and web APIs. Right now I have a proof of concept built in the Yii framework, but am open to other options.

I've been interviewing some over-seas programmers, but the language barrier is usually just too much, I'd love someone local to the U.S.!
