Peter,
I have seen indexes like this. They're powered by DMOZ, an open directory project that is run by its users. I haven't seen a site that captures thumbnails of websites like this though. That's pretty cool!

If nothing else, this is an interesting place to see what other VO people have done with their websites. Also a good place to listen to some interesting demos. Very instructive, thanks!
