What is the purpose of the phrase, "I'm just sayin'?" Why is it used?

It's not as though I just moved to this country. I've been here all my life. I know the meaning of each of those words but, for the life of me, I cannot understand why some people feel a need to state that they've just said something.

What is the emoticon for head-spinning?

From UrbanDictionary.com:

1) "Just saying - a phrase used to indicate that we refuse to defend a claim we've made---in other words, that we refuse to offer reasons that what we've said is true."

2) "There is an obvious implication of what I just said, but I formally disavow that implication, although I actually believe it."

It inhabits the same part of our language as "No offence", and "sorry, but...".

It is a way for people who are unable to adequately navigate social situations to express their opposition to a point which has been made in a way that, they feel, doesn't upset the apple cart.

A great example of its use in the wild:

I'll let you figure out a back story here.

it also allows you to say anything - anything at all - without consequence. it's basically a grammatical get out of jail free card.

ex: The guy is fat, has big teeth and smells like a sock ... i'm just sayin'.

Great question! I first heard the phrase when I moved from out West to the East Coast in 2010. Then I started hearing it everywhere...on the street, media, etc. It's a fine example of the 100 Monkey Syndrome!

So (apart from Deirdre's usage) it's, in essence, saying what we feel and then quickly making up for having violated political correctness (OMG!) by hoping a hastily-applied politically correct bandage sticks and holds.

Like what politicians do. Yes?

Honestly, I can't see it used well as a PC-lapse cover up.

More like an "come on, you guys!" or "duh".

That grossly-blunt-speech-coverup usually starts with "With all due respect. . ." when there is clearly none intended.

Amazingly, some people consider "just sayin'" as such a get-out-of-jail-free card, they feel they can say this, right to the smelly fat guy's face and the "just sayin'" somehow makes it not an insult.

"With all due respect. . ."

or followed with ... "bless her heart."

ex: "She's so homely ... bless her heart."

I think it is often used to proactively shield oneself from criticism over expressing a potentially unpopular opinion. Pretty similar to what Doug posted. I also use it in the way that Deebs mentioned. There's a fair bit of overlap between the two shades of usage.

I don't like that "other" usage.

It means "that point that I just this moment finished expressing, it is true, is it not?"

...no, wait! That's what it means when we Canucks say "eh" at the end of a sentence. I'm Just sayin' is a more aggressive kettle of superfluoucity, innit.

But... if the guy is rancid and obese, is it an insult, or is it a statement of fact? Context is everything... if I were to walk up to a guy and give this as an unsolicited appraisal, then it's pretty much an insult... if I'm responding to a legitimate request... then not so much.

I have been known to use the phrase... and I usually use it to punctuate a statement of fact which may cause raised eyebrows or disagreement from people who aren't actually aware of the facts.

You should have spent some money on room treatment before you bought a U87... I'm just sayin'

Yeah, then how would you answer the following question: "Does this dress make me look fat?" *

Hint: "Why, yes. Yes it does. I'm just sayin'," is NOT the correct answer. cool

*Yes, I know, you said "legitimate" request.
